Nampula Provincial Assembly defends transparent management of public resources

The First Vice-President of the Nampula Provincial Assembly, Lucas Poporo Lipatiua, considers it necessary for state bodies to strengthen the mechanisms for participation and accountability in their management, in order to ensure that their actions actually respond to the real wishes of citizens.

This position was expressed on Wednesday, April 23, during the round table entitled: "New Cycle of Governance: Role of CSOs in Monitoring Public Policies and Good Practices in Local Governance & Dissemination of the Guide on Good Practices in Peace, Reconciliation and Social Cohesion", held in the city of Nampula.

"It is necessary to reflect on how to make public management more effective and transparent," Lipatiua said during her speech at the opening session, advocating the expansion of citizen participation mechanisms to ensure a better response to their wishes in public policies.

On the occasion, the leader advocated greater collaboration between civil society organizations and the state in the search for solutions to the problems faced by citizens. "Democracy doesn't end with voting. It is built every day, in spaces for dialog, in forums for citizen participation, in listening to communities and in the articulation between political power and its citizens."

For her part, the President of the Platform of Civil Society Organizations of Nampula Province (PPOSC-NP), Luísa Hoffman, argued that civil society organizations should play a more active role in improving the living conditions of citizens. According to Hoffman, it is the duty of civil society to "monitor the formulation and implementation of public policies", as well as to "present proposals for solutions to improve the quality of services".

Speaking at the opening session, IMD's Project Manager, Carvalho Cumbe, highlighted the importance of this space as an essential platform for strengthening cooperation between local governing bodies and civil society, as part of the new cycle of governance in Mozambique. "We hope that this collective reflection will contribute to more democratic governance and the strengthening of civic participation, especially among young people and Civil Society Organizations (CSOs)," said Cumbe.

The event also saw the dissemination of the Guide to Good Practices in Peace, Reconciliation and Social Cohesion, a guiding document that aims to encourage active citizenship and the role of each citizen as an ambassador for peace.

The round table was organized by the Institute for Multiparty Democracy (IMD), in partnership with the Nampula Provincial Platform of Civil Society Organizations (PPOSC), as part of the implementation of the ProCívicos e Direitos Humanos (ProCivics and Human Rights) programme, funded by the Finnish Ministry of Foreign Affairs, through its Embassy in Maputo, and PROPAZ, funded by the European Union.
